| 摘 要： | 乡镇政府作为最基层的政府机关，在国家行政体系中具有特殊地位。在建设社会主义新农村的时代背景下，建设服务型乡镇政府既面临种种机遇，也受到各种因素的阻碍。文章分析了服务型乡镇政府的内涵、建设困境及构建路径。
