Characters and Revelation of Modern Western Administrative Leadership System

From late 19th century to early 20th century, the administrative leadership systems of western countries had some new changes that were adapted to the social structure and capital pattern changes after the modernization: from elementary power centralization to the balance of centralization and decentralization. Studies of these changes are useful for us to construct a modern government administrative leadership system that is both suitable for the modernization process and the special situation of our country. It can also promote Chinese government's internal operation and exterior management ability.
