| 摘 要： | 广东经济发展要求能源可持续发展。但广东能源发展存在常规能源供求矛盾，节能技术、工业结构与能源效率的矛盾，能源消费结构与保护的矛盾等。为此，要制订和实施节能专项规划和标准，建立节能专项基金，对外合作、对内储备，保障能源供给的稳定，加快天然气、核电的生产与消费，调整工业结构。
