论高校校长问责制的发展与完善

党委领导下的校长负责制是一个比较理想的领导体制,但是在实施过程中由于校长权力失衡容易使校长权力滥用,导致教育腐败,这种背离了校长负责制初衷的现象主要是由于对校长权力的监督不力造成的。要完善对校长权利的监督,应对校长实行问责制,完善同体问责与异体问责制度,使二者都能够充分发挥各自的监督与制衡功能,可采取的措施包括制定完善的法律制度,使问责制有法可依;改变过去的校长由上一级教育行政领导任命的状况,建立规范的校务委员会;加强异体问责,使问责主体多元化等等。

Development and perfection of president's accountability system

The president's responsibility system under the leadership of the Party Committee is an ideal leading system in universities but in practice it leads easily to power abuse and educational corruption due to the loss of balance of the president's power.This phenomenon which strays away from the original intention of the president's responsibility system is caused by the inadequate monitoring of the president's power.To perfect the monitoring of the president's power,president's accountability system should be adopted to perfect same subject and variant subject accountability system,which enables both to carry out the function of monitoring and balancing respectively.Measures that can be taken include establishing sound legal institutions,which gives accountability system laws to go by;changing the status of appointing president by educational administrative authorities,setting up standardized school affairs committee;strengthening variant subject accountability system to make accountability subjects diversified.
