| 摘 要： | 针对农村土地股份合作制中的公众参与机制的构建问题,从参与主体的划分、公众参与的模式、公众参与的内容及权力制衡机制四方面进行研究,结果表明:在土地股份合作制准备阶段、方案编制阶段、方案实施阶段,参与主体与参与内容均有所侧重,要实现主体间的相互制约,必须健全土地股份合作制的内外部权力制衡机制。

| Abstract: | In view of the construction of public participation mechanism in land stock-cooperation,studies were made in the following four aspects:the division of participants,pattern of public participation,content of public participation and power balance mechanism.The results indicate that during preparation stage,scheme stage and implementation stage of land stock-cooperation,participants have different objectives,and the internal and external power balance mechanism should be perfected to ensure mutual restraint between participants. |
