公共危机事件中政府的信息发布梯度——兼评2005年松花江水污染事件中政府的信息发布

我国已经进入公共危机的高发期,在应对危机时,政府的信息发布起着重要作用,信息的发布要遵循一种梯度规则,即:政府最高层首先发布信息;其次是危机涉及到的具体部门发布信息;然后是危机应对现场的负责部门发布信息;最后由专业技术人员发布信息。这是一种较为合理的信息发布规则。从这个角度看,发生在2005年11月的松花江水污染事件中,政府的信息发布行为存在明显的欠缺。

The Gradient Rule of Disseminating News in Public Crises

China has entered a period when the number of public crises is very large.And in dealing with the crises,disseminating news about the crises plays a main role.It should follow a gradient rule:firstly,the highest levels of government publish the news;secondly,the executive departments do it;thirdly,the departments which work in the scene do it;then professional and technical persons do it.So,the local government's actions have far away from prefer when they were dealing with the Songhua River pollution incident in Novermber,2005.
