基于政策视角下的贵州省农业保险可持续发展研究

农业保险是市场经济国家扶持农业发展的通行做法。通过政策性农业保险,可以在世贸组织规则允许的范围内,代替直接补贴对农业实施合理有效的保护,减轻加入世贸组织带来的冲击,减少自然灾害对农业生产的影响,稳定农民收入,促进农业和农村经济的发展。在我国,农业保险又是解决"三农"问题的重要组成部分。我国开办中央政策性农业保险试点以来,农业保险得到了快速发展,但是贵州省农业保险至今未能突破瓶颈。从国家、地方两个层面对当前农业政策解读的视角下,分析当前贵州省农业保险发展存在的问题,并提出实现贵州省农业保险可持续发展的政策建议。

On Sustainable Development of Agricultural Insurance in Guizhou Province

The agricultural insurance is a common practice to support agricultural development in market economy countries. Policy agricultural insurance rather than direct subsidies can have a reasonable and effective protection to agriculture, reduce the impact of WTO, of natural disasters on agricultural production, increase farmers income, promote agricultural and rural economic development in the range of WTO rules allowed. From the the current national and local agricultural policy perspective, this article analyzes the existing problems in Guizhou Province and put forward recommenda tions for the sustainable development.
