加快实施城市化战略的对策探析

城市化战略是通过现有城市规模的扩张、功能的完善,以及大量新建城市的兴起,充分发挥城市的聚集效应、规模收益以及扩散效应,吸引大量农民脱离农业,离开农村,进入城市,实现农民向市场经济主体的转变,促进城市化进程,带动整个国家现代化的发展。具体到我国,实施城市化的发展战略应注意三个基本原则:坚持效率原则,完善以大城市为龙头的城市化体系;坚持节约资源原则,推动小城镇的内涵式发展;坚持可持续发展原则,实现"有形城市化"与"无形城市化"同时推进。

Analysis of The Countermeasure of Quickening the Tempo of Urbanization

The paper begins with the some theoretical backgrounds of China's rural area urbanization such as present situation, dynamic mechanism and different developing models. Then, it analyses three important influential factors in the rural area urbanization, including relevant policy, capital, Chinese Peasant's sense of value and behavior and development of village and township enterprises. Naturally, it comes to a conclusion that rural area urbanization of Mid West part in China should remain on experimental stage, only can adopt unbalanced developing strategy and put the top priority on some points which can propel the overall development.
