辽宁省城乡基本医疗保险一体化建设现状及发展研究

统筹城乡协调发展,是促进经济社会全面发展的重要举措。医疗卫生保障,作为一项关系民生、影响社会及经济持续稳定发展的基础性保障制度,必然应随着城乡一体化的推进和发展逐步实现一体化。构建统筹城乡的辽宁基本医疗保险体系,不仅有助于促进城乡基本医疗卫生服务的均等化,优化城乡医疗保障资源配置,提高制度运行效率和服务水平;同时对于激发农村消费市场活力,进而扩大消费需求,促进辽宁地区经济发展方式转变具有十分重要的意义。本文通过对辽宁地区城乡基本医疗卫生保险制度统筹现状进行考察,分析辽宁城乡基本医疗保障体系建设中存在的问题和影响辽宁城乡基本医疗保险一体化建设的主要阻碍因素,进而探索适应辽宁地区城乡基本医疗保险一体化建设的发展思路。

Urban-rural Integration of Basic Medical Insurance in Liaoning：Present Situation and Development

The coordination of urban and rural areas is an important measure to promote the economic and so -cial development .Health insurance , which influences the sustainable and stable development of the society , should realize an integrated development .The construction of the urban and rural basic medical insurance system in Liaon-ing helps to promote fairness and equalization of urban and rural medical service , optimize urban and rural medical security resource allocation , improve the operation efficiency and service level , avoid the waste of resources , acti-vate the rural consumer market and expand the consumption demand .Such practice is of great significance for the promotion of economic development mode transformation in Liaoning area .Based on the present situation of the bas-ic medical insurance system of Liaoning province , this article analyzes problems in the urban and rural basic medi-cal security system construction and hopes to address the obstacles in the integration of urban and rural basic medi -cal insurance .The ultimate goal is to explore an appropriate way for the urban and rural basic medical insurance in -tegration construction in the Liaoning province .
