| 摘 要： | 对创新、技术创新及制度创新的概念进行了界定。在此基础上,从科技体制创新的战略背景及战略选择基础等方面对科技体制创新战略进行了分析,阐述了科技体制创新的战略目标及其定位等问题,从而提出科技体制创新应该坚持整合创新系统、推进企业成为技术创新的主体、转变政府职能、健全科技法律和制度体系以及培养创新人才等战略举措。

| Abstract: | This paper starts with a demarcation about the concepts of innovation, technical innovation and institutional innovation. Based on that, there is an analysis on scientific and technical system innovation from its strategic background and strategic foundation, thus putting forward the strategic targets and strategic measures in the scientific and technical system innovation, such as adhering to the integrity innovation system, promoting the enterprise to be the main body of the technical innovation, transforming the government function, perfecting sci-tech law and rule system, and cultivating the talents. |
