| 摘 要： | 最低生活保障作为一种收入再分配,要处理好效率与公平的关系,而且更加注重公平。农村最低生活保障制度"准入-退出"不利加剧了农村低保的不公平,入保不公、退保不畅带来了一系列问题,没有为低保公平开展提供良好的支持环境。在分析农村低保入保不公,退出不畅原因的基础上,提出农村低保要实现公平,就需要构建农村最低生活保障"准入-退出"机制。
