| 摘 要： | 实施开放式自主创新战略是大连市委、市政府建设创新型城市的重大决策，具有重大的战略意义。当前大连市实施开放式自主创新战略主要面临创新环境不够理想、创新缺乏国际维度、企业自身创新能力不强等突出问题，因此有必要从开放水平、创新环境、企业创新能力、产学研合作等方面入手，充分利用和整合企业内外、区域内外、国内国外的创新资源，不断提升大连的自主创新能力和创新绩效。
