| 摘 要： | 民族自治地方立法变通权是自治权中的重要内容,是民族自治法规立法的灵魂。本文比较全面地分析了民族自治地方立法变通权的基本理论,阐述了其基本性质、价值、原则和主要内容。最后就进一步用好民族自治地方立法变通权力,推进民族自治地方立法变通,加强民族自治地方立法提出了具体的设想。

| Abstract: | The power of flexible provisions of autonomous ethnic regions is an important part of the autonomous rights. It can be called the "soul" of the ethnic autonomous legislation. This paper analyzes the basic theory and discusses the nature, value, principle and main points of the power. And the paper suggests tentative plan for some details about how to use the power well and promote the flexible provisions to strengthen the ethnic legislation. |
