民族地区专业技术人才现状与对策研究--湘鄂渝民族地区专业技术人才队伍调研报告

文章通过对湖北省恩施土家族苗族自治州、湖南省湘西土家族苗族自治州和重庆市黔江区三个民族地区专业技术人才现状的调研 ,认为上述三个民族地区专业技术人才数量不足 ,高级人才缺乏 ;人才结构与行业、地区分布不合理 ;人才流失严重 ,引进困难。民族地区应当树立正确的人才观 ,增强人才意识 ,创新人才管理机制 ,优化人才创业环境。与此同时 ,国家应当制定民族地区人才发展的优惠政策 ,对民族地区人才发展予以扶持。

A Study of the Present Situation and Policy Solution of the Professional Personnel in Ethnic Minority Regions:an Investigation Report of the Contingent of the Professional Personnel in Ethnic Minority Regions of Hunan Province, Hubei Province And Chongqi

In line with investigating the present situation of the professional personnel in Enshi Tujia-Miao Autonomous Prefecture of Hubei province, Xiangxi Tujia-Miao Autonomous Prefecture of Hunan province and Qianjiang district of Chongqing municipality, this paper points out some problems in these regions. There are not enough professional personnel, especially high-level professional personnel in the regions. The composition and distribution in industries and regions of the professional personnel is not even. There is much brain drain. And it is difficult to bring in talents from the other regions. To resolve the problems, the ethnic minority regions must build a right conception on the professional personnel, and be cognizant of the importance of the question, and product a new professional personnel system, and provide more preferential policies for talents. On the other hand, central government must work out a preferential policy for helping the ethnic minority regions develop the contingent of the professional personnel.
