基于和谐管理理论的武器装备采购质量管理研究

武器装备采购质量管理是武器装备采购方对装备需求论证、生产竞标、装备制造、监督、激励和评价等过程加以控制来提高装备质量的行为,这一行为的基本特征是复杂性。针对目前我国武器装备采购质量管理中的问题,根据和谐管理理论应对复杂性的机理,提出了武器装备采购质量管理的和谐耦合体系,并探讨了这一体系在军用飞机采购中的应用。其核心思想是同时建立设计优化机理指导下的控制机制和能动致变机理下的诱导机制,对于那些可通过优化设计的质量问题运用规定性的控制机制来解决,由人的不确定性引起的、不可用规定的硬性措施解决的质量问题用能动致变的演化机制来应对,最后还要注意两种机制之间的互动、转化和调节。

Equipment Procurement Quality Management on the Basis of HeXie Management Theory

Quality management is critical to the effectiveness of equipment procurement process.Equipment procurement quality management(EPQM) refers to activities of controlling equipment buyers in processes,such as demand reasoning,competitive bidding,manufacturing,supervision,motivation,and assessment.Understanding equipment quality of producers and buyers,and their behaviors can help control the equipment quality.EPQM is a complex topic because equipment sourcing is susceptible to changes in political environment,market,technology innovation,laws and regulations,equipment producing alliance,and internal organizing mechanism of equipment buyers.The high degree of complexity makes it very difficult for equipment buyers to control equipment quality through extant quality management methods. Currently EPQM in China has many problems including inappropriate organizing mechanism,nonstandard market system,and half-baked law system and so on.These problems indicate that Chinese EPQM control systems are not consistent. Therefore,systematic reformation of EPQM should be carried out immediately and the main reformation work is to redesign,organize,manage,monitor,and evaluate institutions of EPQM.It is obviously that the reformation emphasizes on the wholeness and flexibility of the EPQM system.EPQM should also involve people.Considering that HeXie Management Theory is characterized with systemic and comprehensive logic,and emphasizing interaction between people and materials,we propose a coupling system between people and materials in EPQM on the basis of HeXie Management Theory. We argue that systematic quality management mechanism should be constructed through the cooperation of both consignor and attorney of equipment trade.Equipment quality management problems can be solved through operating and designing methods.We propose to build proper structure of alliance,establish clear regulations,and reengineer simple but effective processes based on "Xie Principle".In contrast,"He Principle" encourages and induces the initiatives and creativity of people by cultivating active environment. Furthermore,the coupling of these two principles also should be regarded in terms of the interaction,transformation,and adjustment between them.Finally,we discuss the application of this coupling system on the military airplane procurement and develop a coupling system based on the integration of He Principle and Xie Principle to control quality of airplanes.
