促使低碳经济的政策重心转向消费环节

积极发展低碳经济已是当前全社会的普遍共识。但目前我国的政策重点主要强调生产环节的节能减排，而如何促进消费环节的节能减排，发展消费型低碳经济还没有引起充分重视。但随着扩大内需政策的实施，把低碳经济发展的政策重心由生产环节转向消费环节显得十分重要。加强低碳消费政策研究，积极推进绿色出行、绿色居住、绿色生活方式，对于实现全社会的节能减排目标有积极意义。

Promoting the Shift of Low Carbon Policy Priorities on Consumption Aspects

It has become a common consensus to actively develop low carbon economy in the whole society.However,China’s policy priorities focus more on the energy conservation and emission reduction on production aspects.No enough attention has been paid to the energy conservation and emission reduction on consumption aspects and to the development of consumption-based low carbon economy.With the implementation of policies to boost domestic demand,it is of great significance to shift the low carbon policy priorities from production to consumption aspects.The research on low carbon consumption policies and the proactive promotion of green commuting,green living and green lifestyle will play positive roles in achieving the goal of energy conservation and emission reduction in the whole society.
