海外中国公民安全形势分析

2010年8月23日,中国香港旅行团在菲律宾马尼拉遭遇歹徒绑架,并造成了8人遇难的严重后果。事件一出,引起了国际国内的广泛关注。与此同时,如何保护海外中国公民的人身安全和合法权益,一时成为社会各界关注和议论的焦点。事实上,近年来威胁海外中国公民的安全事件不断发生,且有逐年增加的趋势,值得引起我们的关注。本文在对2007年1月1日至2010年9月20日期间发生的海外中国公民安全事件进行分类、统计的基础上,通过对统计数据的分析和论证,将近年来不同地区、不同群体、不同安全威胁的种类及频次做了梳理、总结,并提出了一系列有实效性的对策。

The Security Situation of Overseas Chinese Citizens

On the 23rd Angust,2010, a package holidaying team from Hongkong, China were kidnapped in Manila, Philippines, tragically wound up with eight death. The accident attract wide - spread attention in China and abroad. Simultaneously, the problem of how to protect personal security and legitimate interests of Chinese citizens abroad has become the focus of attention and topic of discussion in all walks of society. In reality overseas have been cases of attacking Chinese citizens overseas have been mounting and the number tends to grow annually. It all the more reminds us that we should pay more attention to the phenomenon. This paper, basing on categorizing and making statistics of the cases of security related with Chinese citizens abroad during the period from Jan. 1 st 2007 to Sept. 20th 2010, and by analyzing and arguing, has combed and summarized various cases risking occurred in different areas, different groups, types and frequency of security threat and proposed a series of effective countermeasures.
