"城市经营"是指以城市政府为主导的各城市经营主体运用市场经济手段对城市可经营的各种资源进行整合、重组和运作,实现城市资源配置的最优化和效益的最大化,其实质是实现城市成长的最优化。当前,我国的"城市经营"存在"只见土地,一叶障目"、"资金导向,有失偏颇"、"亦步亦趋,千城一面"、"不切实际,铺张奢华"、"寅吃卯粮,渴泽而渔"、"理念僵化,新瓶旧酒"六大误区,而规划先行,加快政府职能转变,树立城市财政经营理念,大力开展项目融资,经营好城市土地,构建有效的城市决策机制正是矫正上述误区的关键所在。

Implications, Problems and Relevant Solutions of Urban Management

Urban management refers to integration,reorganization and operation of various resources of the city by means of market economy so as to optimize distribution of resources and reap the fullest benefits and eventually realize the fastest development of the city.There are such problems in the present urban management of China as managers' one-sided solutions to problems,inappropriate use of funds,unchangeable management without creativity,impractical and luxurious management,managers' stereotyped thinking,etc.Feasible solutions to these problems are as follows:urban planning goes ahead;speeding up transformation of government functions,establishing financial urban management concept,developing ways of item financing,managing the urban land scientifically,establishing an effective policy system of urban management,etc.
