布什政府的“竞争性自由化”贸易战略探析

布什总统执政以来,美国政府为了促进美国主导下的全球贸易自由化进程,实施了“竞争性自由化”贸易战略。一方面,美国积极推动世界贸易组织框架下的多边贸易谈判,迫使发展中国家进一步开放市场;另一方面,加大与贸易伙伴国进行双边与区域性自由贸易协定谈判的力度,推动以美国为中心的双边与区域贸易自由化。布什政府的“竞争性自由化”贸易战略本质上是一种典型的贸易霸权主义政策,不但会阻碍全球贸易自由化的正常进程,还将对广大发展中国家产生严重的消极影响。

On the Competitive Liberalization Trade Strategy of the Bush Administration

The Bush administration has carried out a competitive liberalization trade strategy since 2001. On the one hand, the US has pushed forward the multilateral trade talks under the auspices of the WTO in order to force the developing countries to open their markets; on the other hand, the US has also strengthened free trade negotiations with its trading partners and has achieved bilateral and regional trade liberalization. The competitive liberalization trade strategy is essentially a policy of trade hegemonism. It will not only hinder the normal global trade liberalization, but also do great harm to the developing countries.
