全球社会运动的兴起及其对全球治理的影响

冷战结束后,全球市场改革和信息技术的巨大推动力使得全球化与反全球化这两股方向相反的全球浪潮兴起,并构成了全球社会运动的实际内容。但是,民族国家的自私性,使得以民族国家为中心的全球治理变成为维护最强大国家利益的工具,因而无法实现全球的“善治”。这样,全球“风险社会”就为全球社会运动成为一个全球治理层次而发挥相应的功能提供了可能。但是,全球社会运动毕竟是国际环境中一种非正式的制度安排,同时也缺乏必要的强制性权力,因此,全球社会运动的治理功能是非常有限的。

The Rise of Global Social Movement and It Impact on Global Governance

After the end of the Cold War, global market reform and the impelling power of information technology brought about globalization and anti-globalization - two global waves of opposite directions, constituting the actual content of global social movement. Global "crisis society" provides the possibility for global social movement to play corresponding role as one level of global governance. But global social movement is only a kind of informal institutional arrangement which lacks enforcement power. Therefore, its role of global governance is very limited.
