全球化与民族国家:建构开放条件下的政治发展观

全球化是一个夹杂着政治、经济、文化变量的复合的历史进程 ,它对民族国家产生的影响集中投射在政治层面 ,构成对政治发展的挑战。这表现在国家权力的自主性、国家能力的有效性和国家权威的合法性三个向度上。处于开放条件下的发展中国家从政治上作出回应 ,即在主权上进行自主限制 ,处理好主权与其它国家权力的关系 ;致力于国家能力的提升 ,处理好政策制定能力与制度变迁能力的关系 ;并在权威的合法性问题上处理好民主与稳定的关系。这种政治发展的工具理性将使全球化这一由西方国家竭力推动的过程 ,成为逐渐消解西方中心主义的过程

Globalization and National State: Constructing a Model of Political Development in Open Condition

Globalization is a course of history which mingles with such variables as politics, economy and culture. Its influence on a national state centralizes on the dimension of politics and poses a challenge to political development. This includes the three aspects of the autonomy of state power, the efficacy of state capability and the legitimacy of state authority. Therefore, those developing countries open to foreign countries should especially respond to this by constructing a new model of political development as follows: imposing self restriction of sovereignty by arranging the relationship between sovereignty and other state powers; improving the state capability by correctly handling the relationship between the capability of policy making and the capability of institution changing; finally, enhancing the legitimacy of state authority by corretly handling the relationship between democratization and stabilization. The implementation rationality of political development will turn the process of globalization, which has been vigorously promoted by western countries, into a process which will grandually dispel the centrality of western countries.
