| 摘 要： | 户籍改革的政治经济学命题表现为决策者的政策目标的优先序从工具性目标向权利和平等的价值性目标的转变.户籍改革的本质是决策者放弃以限制人口自由迁徙的权利及其相关的社会福利来实现经济发展与社会稳定的工具性目标, 将流动人口的权利保障及其正义性纳入自身的社会总福利函数之中,并赋予其权利价值在政策目标序中的优先地位.改革的路径是以渐进式为基调的,以一种循序渐进的适应内外压力的形式出现的,并对原制度存在强烈的依赖性.户籍制度改革的基本取向应当是逐步剥离附加在户籍之上的种种福利,使户籍管理功能回归本位. |
