环境治理中的政府行为

全球性环境问题的不断恶化 ,把各国政府推上了治理环境的前台 ,并成为近年来政府职能转变的一项要务 ;而政府在环境治理中的行为是有差异的 ,也会出现政府失灵的情况。本文认为 ,政府之行使环保职能 ,必须具有为公众谋求整体利益和长远利益的使命感 ,并负责任地向社会提供环境政策、环境制度这样的公共物品 ,在宏观上坚持可持续发展的方向 ,在微观上发挥经过修补的市场调节功能

Government Act in Environment Governance

The continual worsening of the global environment has pushed the governments in various countries to the forefront of environmental governance, which has become an important mission of the functional changes of the government in recent years. However, the governments have shown some discrepancy, and even malfunction, in their performance. This paper holds that while performing its functions in improving the environment, the government should take it as its mission to work for the overall and long term interests of the public, provide responsibly such public things as policies and regulations concerming the environment, macroscopically adhere to the orientation of sustained development and microscopically give play to the improved regulating function of the market.
