治理结构现代化:中国乡村发展的政治要求

从合法性来源与利益关联等方面考察乡村治理，可以看出中国乡村治理的历史变迁源于国家权力对乡村社会的塑造。当前乡村政治发生障碍的根源在于建立现代国家进程中的制度性缺陷，乡村发展的关键在于乡村治理结构的现代化，应当以制度化的方法确立新的治理规则，以取代原有的“潜规则”，实现乡村治理的现代性改造。

Modernization of Governing Structure:Political Requirements for Rural Development in China

An examination of the sources of legality and related interests will show that China' s rural governance originated from the state power' s influence on the rural society. The fundamental handicap to the rural politics is the institutional drawback in the process of establishing a modem state. The key to rural developmentis is the modernization of the governing structure of rural areas. New governing rules should be established to take the place of the so-called underground rule( informal rule), and thus bring about the modernization of rural governance.
