经济增长与合法性的"政绩困局"--兼论中国政治的合法性基础

合法性必须有一定的政绩支持,有效性是合法性的最重要基础之一.但如果把政绩或有效性作为合法性的唯一依据,则有可能产生所谓合法性的"政绩困局"的现象,危及政治体系的稳定.改革开放后,经济增长成为中国政治合法性的重要基础,但并没有成为合法性的唯一基础,因而也就不存在合法性的"政绩困局".但是,认为只要经济增长了,合法性就稳固了的思想却随处可见,我们对此应该保持警惕.为了避免合法性的"政绩困局",我们采取的战略是,继续坚持发展是第一要务的同时,努力强化多元化的合法性基础.

The Dilemma between Economic Growth and Legality:A Concurrent Comment on Legitimate Basis of Chinese Politics

Political efficiency is one of the important premises of legality but should not be the only one;otherwise,the dilemma of political achievement will probably arise to endanger the stability of political system.With reform and opening up,economic growth becomes an important premise of legality in China,and there is a universal view that legality grows with economy,of which we should keep alert.In order to avoid this dilemma,it is suggested to diversify the legitimate basis while maintaining the development as a top priority.
