中国进口反倾销调查对外国直接投资的影响——基于中国化工行业的实证分析

化工行业是全球反倾销的重点领域,也是目前我国进口反倾销调查的主要对象,占到案件总数的70%以上。同时,这些产品多数是我国目前急需的基本原材料,且国内市场供不应求。本文以我国化工行业遭受国外倾销产品的冲击,以及进口反倾销所引致的化工行业外国直接投资的流量与战略变化等问题为出发点,通过选取中国化工行业最大的外商投资企业——德国巴斯夫(BASF)公司的个案,以及运用总体和分行业数据对进口反倾销调查与外国直接投资关系的实证检验与评估,揭示了两者之间的关系,并进一步提出进口反倾销调查与外国直接投资相协调的政策建议。

The Influence of China's Import-anti-dumping on FDI Amount

Chemical industry is the main field of anti-dumping all over the world and its products are also the important investigated target of the China's import-anti-dumping at present, which has amounted to 70% of the anti-dumping investigation cases. But the chemical products, in the meantime, are the urgently needed raw materials for China. This paper takes the impact of Chinese chemical products by the foreign dumping products, the FDI flow amount and strategy change in chemical industry as a starting point in consideration. By selecting BASF (a German enterprise) and using the data of total and selected-industry, it makes a empirical test and appraisal, reveals the dependency relation of FDI and anti-dumping, and further presents the coordinated policy recommendations between the import-anti-dumping and FDI.
