| 摘 要： | 治理理论认为 ,公共管理要依靠政府和社会组织势力通过面对面合作方式组成的网络管理系统 ,强调社会管理力量的多元化和有效政府的重要性。它的兴起 ,与福利国家、市场和等级制调节机制发生的危机等因素息息相关。由于治理的网络管理系统内在的矛盾和社会环境的不同 ,该理论在实践中取得一些成绩的同时 ,也逐渐暴露出不少问题

| Abstract: | The theory of governance holds that public management must depend on the network management system by means of face to face cooperation of government and social organizations. It emphasizes the importance of efficient government and the pluralism of management power. Its rise is closely related to the crises of welfare countries and the mechanism of market and hierarchy. Although there are some successes in the practice of the theory of governance, it has revealed some problems due to the inherent contradictions of the network management system and the difference of social environments. |
