Analysis of the Reform of the Fundamental Medical Insurance System in China

This paper approaches the issues in the reform of China's medical insurance system from the aspects of medical institution and the object of the reform. It reveals that the slow progress of the reform is due to the fragile theoretical basis, the abusive exercise of the compensatory system and the contradiction between the tripartite object and behavior. To reform and perfect the medical insurance system, we shall reconstruct the system of community medical services and strength system installation and governmental responsibility system.
