| 摘 要： | 制度是一个高频率使用的词。不同的学科对制度有各自的偏好。笔者认为在行政管理领域 ,制度是管理的框架结构和活动范围 ,其作用是“画地为牢”。故用“制度空间”这一概念论述面对WTO的法律体系框架 ,如何构造我国政府行政管理框架的某些基本问题。

| Abstract: | The word institution is frequently used in many branches of knowledge. It has different meaning for each branch of knowledge. The author considers that the meaning of institution be a construction frame and an action range. In this paper the concept of institution space is presented, by means of which the basic problems about constructed China administration frame under WTO are discussed. |
