政治冲突的治理范式及其边界

政治冲突是人类政治生活的基本特征,能否对其做出合理控制和治理,直接影响到社会的和谐稳定及政治文明的发展。随着社会和政治现代性运动的不断推进,政治冲突的治理理念也应作出相应转变。治理范式上要:由排斥性斗争向包容性整合转向、由单一性手段向多样性方式转向、由实体性管制向程序性调控转向;治理边界上要:把冲突控制在秩序范围、做规则的制定者和仲裁者。

Analysis on Political Conflict's Governance Model and Its Boundary

Political conflict is the basic characteristics of human political life.Can government control and manage it reasonably or not directly affects the social harmony and stability,and the development of political civilization.With the developing of political modernization,we need to shift the governance idea and management way positively.In governance model: shift from struggling rejection to inclusiveness integration;from one way to multi-path;from substantive control to procedural governance.In governance boundary: put the conflicts in a controllable scope,to be the rules maker and mediator.
