| 摘 要： | 农民工是具有中国特色的非工非农群体,文章认为目前把农民工纳入全社会统筹失业保险体系还不现实,在一定过渡时期必须把农民工与城镇职工区别对待.政府在确定农民工失业保险的政策变量时,应当从以下方面综合考虑:第一,政府如何鼓励企业为农民工缴纳失业保险?第二,如何确定缴纳保险的期限及支付方式?为此,在博弈分析的基础上提出了实行失业保险和就业奖金相结合的方式的构想,在此基础上通过实验经济学方法模拟分析说明该制度设计的合理性.
