重庆市城乡结合部环境现状与对策研究

党的十六届四中全会提出了建设社会主义和谐社会的总要求,城市与农村、人与自然的和谐就是和谐社会的重要组成部分。创建卫生模范城市、绿色家园,从根本上改善市民的生活环境质量,既是城市的发展目标也是“以人为本”的根本要求。城乡结合部的环境问题是城市环境问题最突出的地方。城乡结合部的环境问题不仅关系到当地居民的生活安全、城市的整体形象,更是关系到城市可持续发展的重大问题。因此,充分了解城乡结合部的环境现状对于政府部门制定公共政策,从而改变城乡结合部“脏、乱、差”的现状十分重要。

A Study on the Environmental Situation of Rural Area and Its'Countermeasures

The fourth plenary conference of CCP's sixteenth session proposed the request to construct socialist harmonious society,the harmony between human and nature is the important constitution of harmonious society.Founding healthy model city and green homeland and improving residents'environment quality fundamentally are not only the goal of city development but also the basic request of " People First ".The environment problem of rural area is most prominent one of the urban environment problems.The environment problem of rural area relates not only local resident's life safety and the city image but also the continuously development of a city.Fully understanding of environment situation of rural area is extremely important for the government department formulating public policy which could changes the "dirty,chaotic,bad "situation of the rural area.
