| 摘 要： | 建设工程质量竣工备案评价是政府质量监督机构对建设工程项目质量能力和水平的全过程的总体把握,本文根据对建设工程质量竣工备案进行产品质量、物质质量和监督过程质量进行综合评价所形成的指标体系,提出了实现有效评价的模糊综合评价的方法与过程,阐述了竣工备案综合评价的三个基本功能:反映功能、监测预测功能和比较功能,分析了评价的五个特点:具体性、模糊量化性、解释说明性、时间性、综合性,构架了有效评价的组织与运行机制,对于提高政府质量监督竣工备案决策的科学性具有理论指导意义。

| Abstract: | Acceptance for completed project is that government quality supervisory organization checks on construction quality in overall.This paper,based on comprehensive rating system for acceptance for completed project from construction product quality,substance quality,and supervision process quality,puts forward fuzzy rating method and its process for realizing effective rating on acceptance for completed projects by three levels.It also expounds three basic functions :reflection,check and comparison and five traits: concrete,fuzzy quantitative,explanation,time and comparable.Finally it booms the thinking for effective evaluation organization and mechanism.This is of theoretical meaning for enhancing government scientific supervisory action and decision. |
