| 摘 要： | 危机的发生将会对社会秩序和人们的生命、财产安全构成威胁,影响社会稳定和发展。本文对政府面对的危机和政府的危机管理进行了界定,列出了危机的特征及危机的双重影响,指出政府进行危机管理的必要性,提出了危机管理中的一些要素并对危机管理机制的建立与完善提出了自己的看法。
