各国知识产权行政管理机构的设置及其启示

我国现有知识产权行政管理的机构设置存在较多弊端,不利于中国进行政府管理体制创新,也不利于中国加强知识产权保护。参照各个知识产权管理先进国家的成功经验,根据行政管理机构设置的基本原则,我国有必要对知识产权行政管理的机构设置进行改革,成立国家知识产权总局统一管理知识产权工作,下设工业产权司和版权司,为我国知识产权事业发展提供体制基础和重要保障。

There are many disadvantages which are not good for blazing new trails of Chinese administration and are unfavourable to strengthening IPR protection of China. According to the advanced experience of other countries and the basic principles of setting up administrative organs, it is necessary to reform Chinese administrative organizations of intellectual property. Our country shall set up National Intellectual Property Bureau, which affiliates industry property right administration and copyright administration, consolidating various intellectual property works in order to guarantee the development of intellectual property undertakings.
