| 摘 要： | 中国城镇基本养老保险覆盖了绝大多数企业单位人员，但个体工商户、灵活就业等从业人员的覆盖面却很小，尤其是乡村职工、农民工等群体还被排斥在制度之外。这直接导致制度缺乏效率、社会统筹基金不足以及部分劳动者缺乏养老保障等问题。本文以辽宁为案例对基本养老保险覆盖面的问题进行了研究，并提出应采取有效措施扩大基本养老保险覆盖面，以建立养老保障的长效机制。 |
