土地财政与房地产价格关系分析及其治理对策

摘    要:本文在对我国房地产价格基本走势分析的基础上,通过土地出让收入与地方商品房售价关系模型的构建与结果检验,指出了土地财政是推动地方房地产价格上涨的重要力量。从合理划分中央和地方政府的事权、财权,改革土地出让金制度,开征物业税,完善土地收益分配制度,积极防范政府土地融资风险四个方面提出了治理对策。
