中国政府采购功能的现实定位

政府采购功能从初期的节支重效逐步转变为重视政策功能,在采购市场开放的同时,政策功能又从国内扩展到国际.中国经济转型期和加入WTO的现实状况使得我国政府采购要同时发挥政府采购在三个不同发展阶段上所应具有的功能.因此,我国当前政府采购应继续发挥好"提高政府采购资金使用效率"的作用,同时重视"促进国内经济可持续发展"和"在国际贸易领域中保护好国家主权和利益"这两方面作用的发挥.

The Realistic Position of China's Governmental Procurement Function

The function of governmental procurement has changed from its initial emphasis on thrift and efficiency to policy role,which has also expanded itself from domestic to international as a result of the opening procurement market.Owing to a transitional economy and the entry into WTO,China's governmental procurement has to play all the roles which are needed in three different stages at once.Therefore,it is suggested that our present governmental procurement should continue to improve the efficiency of procurement funds and at the same time stress the sustainable development of domestic economy as well as the protection of national sovereignty and benefits in world trade.
