中国残疾人社会保障的问题与对策研究——基于沈阳市的调查

中国残疾人是一个规模很大的特殊弱势群体,政府已经通过合适的制度安排为他们提供就业和社会保障。虽然这一制度体系在为残疾人提供就业扶持、家庭最低生活保障、医疗救助和社区康复等方面发挥了重要作用,但是仍然存在社会保障项目少、覆盖面和受益面不足、资金来源渠道狭窄、保障水平低等问题。本文基于沈阳市的问卷调查和无结构访问,对现行残疾人社会保障体系的利弊进行了详细分析,并提出了完善这一制度体系的途径与相关政策建议。
