流动人口社区管理的核心突破与外围改革

在单位制、社会（组织）制与社区制这三种主要的流动人口管理机制中，流动人口社区管理具有较强的优越性，同时也存在不少问题。完善流动人口社区管理，首先要寻求核心突破，要求基层政府从地方层面完善流动人口社区管理主体并加强合作，强化流动人口社区管理的资源保障，建立服务导向的流动人口日常管理机制；其次要加强外围改革，要求中央政府从全国层面破除体制机制障碍，以完善流动人口社区管理机构设置，促进社会组织协同与流动人口参与社区管理，强化社区管理的资金保障与法制规范。

The Core Breakthrough and Peripheral Reform of the Community Management of Mobile Population

Compared with the other two major management mechanism of mobile population unit management system and social （organization） management system, community system has more advantages. To perfect the community management of mo bile population, firstly core breakthrough must be sought. The grassroot administration must locally perfect the community man agement subject of mobile population and promote cooperation, strengthen resource security and establish serviceoriented daily management mechanism for mobile population. Secondly, peripheral reform must be implemented. In order to perfect the commu nity management institutions of mobile population, promote social organization collaborate with and mobile population participate in community management, and strengthen funding security and legal norms, central government must break institutional barriers across the country.
