| 摘 要： | 就业是当前我国面临的主要经济与社会问题,虽然国家已经采取诸多手段应对日益严峻的就业形势,但都不能有效地从根本上解决可持续就业问题。本文以辽宁老工业基地的就业为示例,从新的视角出发,将提升人力资本用于解决可持续就业问题,探寻解决中国就业问题的新思路、新方法。

| Abstract: | Employment is an important economic and social issue facing our country in present. Many ways has been used to deal with it by our government, but all that could not make consistent employment into reality effectively. Taking Liaoning province for example, basing on a new look, the paper put accumulating human capital into solving the consistent employment to solve the Chinese employment in new thinking. |
