中国“省管县”体制改革的现实审视——广东省“省管县”改革的路径选择

新一轮的省直管县改革是在市场配置资源基础性作用显著发挥、现代技术快速发展、有效政府和城乡分治理念被广泛接受的大背景下推进的，承担着壮大县域经济、统筹城乡协调发展、提升行政效率的历史使命。作为经济强省的广东省必须在“省管县”行政管理体制改革中解放思想，不断创新，用行政管理体制改革来化解经济发展中的各种制约因素，促进生产力发展。在全球经济萧条的背景下走出广东省可持续发展的新路，即是本文研究的重点。本文结合两种不同模式和广东省自身条件探讨了广东省“省管县”改革的必要性、可行性、制约因素及其路径选择。

A Realistic Study of Chinese Systematic Reform" Province Administers County"

The new round province directly administers county reform is promoted under the big circumstance, that is, the notable achievement of the basic function of market-allocating resources, the rapid development of modern technology and the massive acceptance of the concept of efficient government and the separate adminis- tration between city and country. This reform undertakes such historical tasks as developing the county＇ s economy, planning to develop both city and country coordinately and balancedly and improving the efficiency of administra- tion. As a province with powerful economy, Guangdong has to emancipate the mind and make constant innovation in the ＂province administers county＂ administrative systematic reform, employs the administrative systematic reform to work through all kinds of restricting factors in the process of economic development and to promote the de- velopment of productive force. The point which this article studies to find out is a new road of sustainable develop- ment for Guangdong Province under a global economic depressive background. This article discusses the necessity, feasibility, restricting factor and the choice of ways by combing two different modes and the actual condition of Guangdong Province.
