摘    要:在角色的伦理定位上,行政人员应拥有角色信仰的公共性、角色追求的服务性和角色行为的道德性.现实生活中,行政人员承担着多种社会角色,面临着多种角色权利、义务和期待形成的伦理困境和角色冲突.在如何走出伦理困境、解决角色冲突的途径中,行政人员除了依靠行政制度和规范等外部资源外,还必须依赖其自身价值观、信仰、角色自觉和独立人格等内部资源构成的伦理调适.
