中美公务员制度的确立和发展

1883年《彭德尔顿法》颁布后,美国文官制度经过不断地改革,逐渐发展和完善起来,与此同时,官僚政治和官僚主义也开始增长和泛滥,目前,美国文官制度改革的任务不再是完善官僚制度,而是要消除官僚制度的弊端。和美国相比,中国的公务员制度建立的时间短,各项法律和措施运行得不系统、不完善,所以,中国的文官制度仍需要借鉴国外的经验继续改革、完善和发展,完成它的历史任务。

The Chinese and American Establisument and Development of the Civil Service

After the Pendleton Actwas issued, the civil service in American has been being developed and perfected gradually through continual reform.Meanwhile, bureaucratic politics and bureaucratism have begun to increase and be rampant.In present, the task of the reform of the civil service is no longer to perfect the bureaucracy system but to eliminate its disadvantage. Compared with American,it hasn't been a long time since the establishment of the civil service in China, The workings of the laws and measures are not perfect and systematic.They need to use the experience of other countries for reference to continue their reform perfection and development, therefore accomplish their historical tasks.
