| 摘 要： | 振兴吉林老工业基地，必须打造“全民创业教育体系”。应该将其纳入政府工作目标、建构创业国民教育体系、构建全民创业文化、完善创业协调机制和社会支撑体系，要编制创业教育规划、创建全民创业的社会服务体系、大力开发社会创业教育资源和优化创业教育生态。
