| 摘 要： | 发展县域经济要以科学发展观为指导,而科学发展观的本质和核心是坚持以人为本,发展县域经济要坚持以人为本。坚持以人为本是促进县域经济发展的关键性问题,应该从确立“富国强民”目标,尊重群众首创精神和自主创业精神,提高群众科教文化素养,重视解决“三农”问题等四个方面,在发展县域经济中充分体现以人为本的精神,联系实际提出如何坚持以人为本促进县域经济发展的思路和措施,切实用以人为本的发展理念指导县域经济建设的实践。

| Abstract: | Developing "country-region" economic must be under the guidance of scientific sense "however ,the essence and core of which is sticking to "man first". Developing "country-region" economy requires "man first". Sticking to "man first" is the key problem to promote country-region economy development .it should include 4 aspects :set "enrich people, strengthen county" goal ,respect people's innovative spirit and build their career by themselves spirit ,upgrade people's quality of science ,culture and so on ,and pay attention to solving "farmer ,country ,agriculture" affair .so developing country-region economy completely reflects on the "man first" spirit .related to reality ,coming up the way and measure on how to this spirit to promote county. Region economy development in order that this spirit can guide the country-economy construction in practice. |
