| 摘 要： | 不论是器物的现代化还是制度的现代化,归根到底都是人的现代化。公民教育的实质就是公民性的形成和充实的过程。人的现代化与公民教育是以人为本的政治文明建设的内在要求。当代中国的民主政治建设应当着眼于公民教育和民主实践,将民主的价值理性与工具理性相结合,使理论上的“当家”与实际上的“作主”统一起来,致力于构建社会主义和谐社会。

| Abstract: | No matter instrumental modernization or systematic modernization, all is human modernization in the final analysis. The essence of citizen education is the process which is the formation and enrichment of civility. Human modernization and citizen education are the intrinsic demand of the human - oriented construction of political civilization . The construction of democratic politics in contemporary China should focus on citizen education and democratic practice, combine value rationality with instrumental rationality, make the u-nification of both theoretical "master" and actual "charge", and devote to construct a harmonious socialism society. |
