| Abstract: | Are there loopholes in our country's Public Health Safety System or imperfect statute problems in government's administrative responsibility mechanism? We think the answer to both question is "yes". This article is the authors' several reflects on how to perfect our country's public health safety and government's administrative lawful responsibility caused by the challenges that they are confronting at present.
