| 摘 要： | 农村土地经营权流转,是中国农业和农村经济发展到一定阶段的产物.当前在稳定家庭承包责任制的前提下,建立和完善有利于农业生产结构调整的农地流转制度;构建符合市场经济要求的农地流转机制,更重要的是推进农村社会保障制度改革,建立相应的法律法规,保障农民的权益不受侵害,使土地流转起来,由资源转化为资本,以取得规模效应、集约效应和市场效应.

| Abstract: | The management rights transfer of rural farmland is a product of agricultural development in China. At present, On the basis of stablizing the household contract responsibility system, we should establish and improve the rural land transfer system which is good for the adjustment of agricultural production structure and meets the demand of market economy. More important, we should propel the rural social security system reform to guarantee farmers' rights. |
