| 摘 要： | 地方自治是国民党训政前期重要的政治举措。文章通过对国民政府“县市自治初期实践”、“地方自治淡化时期”直至1930年代中后期“改自治为保甲”这三个阶段的演进过程予以揭示，阐述了国民党的地方自治政策如何背离地方自治的应有之意，并进而对于地方自治完全失败的成因进行了探讨。

| Abstract: | Instituting the local self-government was an important political move in the early stage of the National Government.This paper depicts the stories of the three stages of the whole process of the National Government:the early practice of the local autonomy, the period of fading and changing, and the failure stage.Whereafter, the paper makes a good exploration of the causes of the failure of the local self-government. |
